[BUG] Incorrectly includes private.h when --file-sep=_

Hello,

When I use --file-sep=_ (but I suspect it would be the same with any
non-default value), the .c file includes:

#include <foo_bar-private.h>

but the file generated is called:

foo_bar_private.h
